Far over 90% of women Sex worker's have at least some kind of coercion. Most Sex - Workers are actually directly in some kind, or other, form of slavery. The 2-3,5% who really do it out of free will are the absolute exception. So Okay it needs laws that help these women, if they really do it out of free will. But first of all it needs laws for the far over 90% the protect them from slavery and exploitation. Further because the human brain grows and drastically reforms until the age of 25. Risk taking and also getting addicted to substances and especially sex is an extremely high probability. So obviously the earliest starting point should be 25. That would also automatically take reduce the number of creepy creeps that would go to a prostitute.
